Man who molested 2 women after asking to befriend them jailed 12 weeks

He approached two women on separate occasions and asked to befriend them. After the women rejected him, he molested them.

Teo Yan Kang, a 25-year-old Malaysian, was sentenced to 12 weeks’ jail on Tuesday (2 January) after Teo, who was working as a cook, pleaded guilty to two counts of outrage of modesty in the State Courts. Both women cannot be named due to a gag order.

In the earlier incident on the night of 6 October 2017, Teo sat next to a 21-year-old woman on a bus while it was travelling along Jurong West Street 71.

Teo asked the woman to befriend her. When she turned him down, he touched her left kneecap. Shocked by Teo’s action, the woman berated him.

The woman sought help from the bus driver who then confronted Teo. In response, Teo pressed the emergency button to open the bus door and fled.

Separately, on 12 November 2017, Teo approached a 23-year-old woman at Boon Lay bus interchange at around 11.15pm and asked if she could be his friend. When she rejected him, Teo suddenly hugged her tightly from the front and kissed her on the forehead.

While the victim was struggling to free herself, two passers-by who witnessed the commotion detained Teo. The victim then called the police.

Teo had committed similar offences previously, according to Deputy Public Prosecutor (DPP) Chee Ee Ling. He was given 15 months’ probation for outrage of modesty in 2012, and jailed four months for forcibly hugging a victim who was below 14 years old in 2014. DPP Chee asked for a total jail term of 12 weeks to be imposed on Teo.

Teo, who was unrepresented, declined to say anything in mitigation.

During sentencing, District Judge (DJ) Marvin Bay noted that Teo was given a chance when he was placed on probation. For his latest offences, he had left his victims in a state of fear, DJ Bay said. The public must be protected from harassment late at night and molestation in public places, he added.

Addressing Teo, DJ Bay said, “I hope this will be the last time. There’s no point ruining your life pursuing these desires.”

For using criminal force to outrage a person’s modesty, Teo could have been jailed between three and 10 years and caned.
